There are hardly any Filipinos remaining in Ukraine. And yet the besieged nation appeals to Filipinos – to lend their ears, open their hearts, and, perhaps, extend a helping hand.

[WATCH] Why Filipinos should *really* care about Ukraine’s fight vs Russia

As aid and support from the West dwindles, Ukraine is turning to the rest of the world for vital assistance in its existential war against an expansionist Russia. Yes, its government admits, Ukraine has taken a humble position by passing the hat, aiming to shore up whatever little support smaller countries could offer. But it also reminds the rest of the world that Ukraine’s war with Russia is a battle for the rules-based world order, and against the threat from other expansionist countries in other regions, including the Indo-Pacific.

The celebration is highlighted with the Grand Street Dance Parade held on Saturday, February 24, and the Grand Float Parade on Sunday, February 25.

The first edition of the festival was launched in the 1990s, following the deadly 1990 Luzon earthquake which devastated the City of Pines. Then called the “Baguio flower festival,” it was created to uplift the spirit of Baguio residents and those in nearby provinces affected by the earthquake.

[Hindi Ito Marites] Is the West Philippine Sea issue really a contest between the US and China? https://www.rappler.com/newsbreak/podcasts-videos/hindi-ito-marites-west-philippine-sea-contest-united-states-china/ https://www.rappler.com/newsbreak/podcasts-videos/hindi-ito-marites-west-philippine-sea-contest-united-states-china/#respond Tue, 30 Jan 2024 16:55:02 +0800 Every time the Philippines enters into security agreements or holds military exercises with its allies, you can count on China to come out with a strongly-worded statement expressing its displeasure. But nothing displeases the former empire more than engagements between the Philippines and the United States.

So, in hopes of discouraging Filipinos from pursuing security ties with the Americans, China tries to frame its encroachment in the West Philippine Sea as a contest between itself and the US. The premise: the Philippines ought to side with China, the “friendly neighbor,” and shun the US, the “intrusive outsider.”

But, as Rappler editor-at-large Marites Vitug shows us in this episode, this narrative is evidently false, because it’s not the US that suffers every time China carves out territory or harasses vessels, but the Philippines. The US may be pulled in as a treaty ally, but the West Philippine Sea is an issue of the Philippines. – Rappler.com

But even in this event on January 25, Duterte makes her entrance a few steps behind President Ferdinand “Bongbong” Marcos Jr., to whom she is but the spare tire.

Duterte hits the right notes in her speech, touching on the country’s worsening learning gap and promising reforms teachers have long been clamoring for. But all this takes place amid speculation that her rapport with “Uniteam” partner Marcos is deteriorating, and her own actions that signal a change in what appeared to be the plan, and that she might not keep for long her second-fiddle act to Marcos.

The Samsung Galaxy S24 processes the voice data on the device itself – cutting the need to send the data to the cloud, which can slow down translation and make for awkward conversations with lots of dead air. On-device processing is also theoretically better for data privacy, as the information remains on the phone and not uploaded to a cloud service.

WATCH: The Samsung Galaxy S24 automatically translates calls via AI https://www.rappler.com/technology/video-samsung-galaxy-s24-roll-out-january-2024/ https://www.rappler.com/technology/video-samsung-galaxy-s24-roll-out-january-2024/#respond Thu, 18 Jan 2024 02:00:00 +0800 Samsung is rolling out its Galaxy S24 smartphones that include new AI-powered features, including one that automatically translates conversations during a call, allowing for real-time conversations between speakers of different languages.

The “AI Live Translate Call” allows a user to call and converse with another person speaking in a different language. As a user speaks, the phone provides a text translation that the person being spoken to would be able to understand. The phone also reads aloud the translation.

The words of the person on the other end are also translated for the user.

The processing for AI call translation is done on-device. This means that the voice data doesn’t have to be sent to the cloud, where it can be translated, and then sent back to the device. The S24 processes the data right on the device, which makes the process faster – a key element as slow translations would make for a potentially awkward, time-consuming conversation.

But there’s been some arguably good developments, too, that may offer humanity some hope.

In this video, Rappler president Natashya Gutierrez walks us through 10 hopeful stories from the past year. The COVID-19 pandemic officially ended, world leaders agreed to transition away from fossil fuels and boost renewable energy sources, a baby Sumatran rhinoceros was born, and people are going to the movies again – just some of the positive things to remember 2023 by. – Rappler.com
