Among the ways that Filipinos can help out is to report hazards they observe in their communities during disasters. One platform aims to help facilitate that by allowing individuals and authorities to report and map earthquake, typhoon, volcanic eruption, and flooding events in their communities in real-time.

Initiated by Indonesia-based non-profit organization Yayasan Peta Bencana (Disaster Map Foundation), multi-hazard platform MapaKalamidad.ph offers people a chance to view, share, and map real-time disaster events in their communities. In doing so, residents, first responders, and government agencies can use the map to make decisions about safety, coordination and resource management. Among the users of the platform are official agency partners of MapaKalamidad.ph such as the Office of Civil Defense, which monitor and submit verified reports on the map.

The platform is one of many available in the Philippines that aims to facilitate data-driven responses to disasters. Among these options are Philippine Institute of Volcanology and Seismology’s HazardHunterPH and GeoMapperPH, as well as Rappler’s Project Agos.

“When [authorities] see the reports coming in from residents, they’re able to identify exactly which locations need help and exactly how severe it is, so they can decide how to best allocate their resources because we know that resources are limited, staffing is often tight,” said Nashin Kelash Mahtani, director of Yayasan Peta Bencan.

MapaKalamidad.ph first started out as a flood-mapping platform covering only Quezon City and Pampanga in 2020, later going nationwide in 2022. By January 29, it has since expanded to allow users to report different hazards, such as earthquakes, typhoons, volcanic eruptions, and flooding events.

“During disasters, people are sharing information with each other on social media, not only sharing memes but also warning each other of blocked roads, of community efforts for response. This represents a vital information source for us to tap into….This is a method of crowdsourcing that allows us to reach millions of users every day, collecting information from street level, from people who know the situation best because they’re experiencing the disaster,” said Nashin Kelash Mahtani, Director of Yayasan Peta Bencana.

“We have seen that when disaster response professionals and residents work together, and when residential knowledge about local conditions is integrated into disaster response efforts, communities can convert the noise of social media into inclusive, life-saving, humanitarian infrastructure,” she added.

How to report?

During disasters, people can report real-time hazards in their communities for free and anonymously on MapaKalamidad.ph using social media or its web-based platform.

According to MapaKalamidad.ph, here are some of the ways you can submit hazard reports in the platform:

    • Click on “/start” and select the disaster to report

  • Report on the website
    • Open MapaKalamidad.ph on your browser
    • Click the Report icon on the upper left of the page and select the disaster to report

People may view the map on the MapaKalamidad.ph website. 

As the submissions appear real-time, people may also flag if there are inaccurate reports on the platform to alert administrators. Mahtani added that since they are working in collaboration with the Office of Civil Defense, the agency can confirm reports with their on-ground staff and flag these if needed.

Mahtani shared that MapaKalamidad.ph was intentionally designed to be web-based, and not an application. By allowing people to file reports using select social media platforms, MapaKalamidad.ph gets to meet people where they are already at, and there doesn’t need to have heavy training to use the platform.

“Mapakalamidad is also designed to be extremely data-lite and usable on a mobile phone, so it’s easy to access even for agencies with limited technical funding, and even if the connection is poor…. We’re really focused on what [are] the crucial types of data that people need to make decisions about response at a community level. We’re very selective about the type of information coming [in], but we welcome other agencies to use that as a layer of data in their existing data sets,” said Mahtani.

They’re working on integrating SMS services, radio services, as well as other means of reporting to allow other people to file reports even without internet connection, according to Mahtani.

Since the project is fully open source, interested organizations may collaborate with MapaKalamidad.ph for data integration and extraction in case they may want to use the information to complement existing maps and efforts. For more details, you may refer to this.

No, this tikling is not the avian kind which can be seen in rice paddies. Tikling is what Hagonoy locals christened the modified version of tricycles that are high enough to wade through their flooded streets.

This adaption of a ubiquitous mode of transportation has become a crucial part of Hagonoy’s disaster preparedness. Because of the tikling trike, Hagonoy locals can cope with floods and high tides.

The improvised trike was named after the Southeast Asian bird tikling or barred rail which can walk over rice paddies because of its long legs. This bird was the inspiration behind the long fork or tinidor of tikling tricycles which were custom-built to be elevated, enabling these trikes to pass through floods.

Hagonoy is a coastal municipality that sits on the northern shores of Manila Bay. Because of its location, the town is prone to intense flooding during high tides in the rainy season. The area is also a natural catch basin which makes it vulnerable to back flooding as it collects flood waters from the elevated surrounding towns. 

Recently, Bulacan was placed under a state of calamity due to the effects of Typhoon Egay, following the southwest monsoon coinciding with high tide. 

Modifying the ordinary tricycle

Jennie Crus, 58 years old, is a tricycle driver in Hagonoy. He has been plying the roads of his hometown for 35 years. He decided to modify his tricycle into a tikling in 2021. 

Dahil sa tubig, hindi naman puwedeng mababang [tricycle] pumasada, dahil ‘yung tubig dito e minsan hanggang hita, pinakamababa hanggang tuhod. Papaanong hindi ka magpapataas ng [tricycle]?”  Crus said. 

(Because of the water, you cannot operate lower tricycles. Because the water here can sometimes reach from your knees to your thighs. How can you not upgrade your tricycle?)

It cost him over P5,000 to customize his tricycle. He then spends about P700 a week for maintenance when his bearings, sprocket, and chain start to get rusty due to the salty floodwaters.

Crus said this maintenance cost can take a toll on the pocket of a tricycle driver like him who earns P600 to P800 a day. 

His earnings are only enough to feed and sustain the needs of his family

Kapag nakakaipon kaunti, sa maintenance lang napupunta. Nakakabili rin [ng] bigas kapag maganda ‘yung pasada, [kaso] hindi naman kasi araw-araw maganda ang biyahe,” Jennie said. 

(When we save a few, it just goes to maintenance. We are able to buy rice when the trip is good, but it does not happen every day.)

As for the fare, the price of tikling trips almost doubles during high tide. On normal days, the usual tricycle fare would cost about P20 to P40. This goes up to P60 on days when the road is flooded.

The severest coastal flooding Crus could remember was waist-deep. A forecast from the town’s vice mayor on social media warned residents to anticipate a 5.2-meter rise in tide happening in August.

Umaabot hanggang bewang ‘yon. Puro tikling lang ang makakapasada,” Crus said recalling the earlier high water event.

Struggles in riding the tide

As much as it helps wade through inundated roads, Rodel Reyes, 39 and also a tikling driver, said that some people are hesitant to ride a tikling because of its unusual height.

Sa pasahero naman, kapag walang tubig, natatakot ‘yung ibang sumakay kasi baka raw bumuwal,” Reyes said. 

(When it comes to passengers, when there is no water, they are scared to ride because the vehicle might tumble.)

Just like any other vehicles, tikling trikes are also prone to accidents. Crus narrated his experience when he encountered trouble while transporting passengers during a high tide.

Noong nakaraang linggo lang, nagtataka ako bakit ayaw umusad ng motor ko, nalaglag pala ang kadena…ang ginawa ko kinapa ko na lang,” said Crus. “Kaya lang basang-basa salawal ko, tinulak ko pa sa may medyo mataas.

(Just last week, I was wondering why my tricycle won’t move. I realized the chain fell off. But it was submerged in the water. What I did was to grope for it. My clothes got soaked in water, I had to push my vehicle to a higher area.)

Another dilemma that tikling drivers face is the availability of good opportunities when there is no flood. Residents only ride a tikling during high tide. Tikling drivers are left idle when the roads are dry. This forces them to look for other sources of income.

Despite the drastic effects of coastal flooding in Hagonoy, most residents remain here as they are sentimentally tied to their houses and the communities they grew up in.

Call to action

The local government unit (LGU) of Hagonoy’s solution to this coastal flood problem is by building river dikes and elevating the road. However, residents like Crus and Reyes are not satisfied with this action.

Gumagawa naman sila ng aksyon, kaso lang napakatagal. Kagaya sa pagpapataas ng kalsada sa Brgy. Mercado, ang tagal gawain. Mga pasahero doon nagrereklamo na…yung mga emergency roon, ililipat pa ng tricycle kasi putol ‘yung kalsada dahil itinataas,” Reyes said.

(They are doing actions, but it is slow. Like the elevation of the road in Brgy. Mercado, it is very slow. The passengers there are already complaining. Then in some cases of emergency, they have to transfer to another tricycle because the road is not complete yet.)

For Crus, elevating the roads is also not effective as it will only leave the houses more submerged in water. 

Although the coastal flood gives them an opportunity to earn as tikling tricycle drivers, Crus and Reyes, said they still consider the rising tide as a menace.

Hindi naman blessing ‘yung high tide na ‘yan. Mas maganda pa rin kung walang high tide. Kaya lang kami nagtitikling dahil nga ‘yung tao walang masakyan at wala kaming mapagkunan [ng kita],” Reyes said.

The Department of Health has already confirmed that it had been receiving reports of cases of people having trouble breathing and experiencing stomach pain and vomiting because of the incident. Aside from this, the incident also affected the livelihood of fishermen and raised environmental concerns.

Several groups have organized initiatives to seek monetary, in-kind, and hair waste donations to help clean up the oil spill and bring aid to affected communities. Here’s a list of donation drives:

Bruskos Barber Shop

Bruskos Barber Shop, a local shop located on the ground floor of Xentro Mall in Calapan, Oriental Mindoro, is calling for customers to get haircuts and donate hair waste that will be used for cleaning the spill. In addition, the shop will donate 10% of its sales to the affected families.

The Supreme Student Government (SSG) of the Cielito Zamora Senior High School, a public secondary school in Caloocan City, is accepting donations of hair waste that will be sent to Oriental Mindoro.

The severe tropical storm made landfall in Maconacon, Isabela, on Tuesday morning. Northern Luzon bore the brunt of the storm, as Florita went on to cross Cagayan, Apayao, and Ilocos Norte on the same day. It also enhanced the southwest monsoon, dumping rain in several areas in Luzon and the Visayas.

According to the National Disaster Risk Reduction and Management Council, at least 1,344 families were affected by Florita as of 8 am Wednesday, August 24.

The earthquake was initially pegged at magnitude 7.3, and had struck at 8:43 am, with the epicenter located in the province of Abra. Philippine Institute of Volcanology and Seismology (Phivolcs) chief Renato Solidum says the earthquake was most likely caused by the Abra River fault moving. 

At least four people in Benguet, Abra, and Mountain Province died following the earthquake, according to Interior Secretary Benhur Abalos on Wednesday.

The temblor also left a trail of damage in parts of Luzon. Among those that were not spared by the earthquake were ancient churches and bell towers located in the northern provinces of the Philippines.

A welfare service desk was set up to provide first aid and medical assistance to injured Abreños immediately after the earthquake. At least 19 patients, together with the watchers, of Northern Benguet District Hospital-Buguias were evacuated following the earthquake. The hospital will only be catering emergency cases until further notice.

Mountain Province

As of 12:43 pm, Licuan-Baay (Abra) MDRRM Council updated that multiple roads were made impassable, with reported stranded travelers along major roads. 

ROADBLOCK. Halsema Highway and other nearby roads are blocked off due to soil erosion caused by the earthquake.

Agaton first made landfall in Calicoan Island in Guiuan, Eastern Samar, at 7:30 am on Sunday, April 10, when it was still a tropical storm. It weakened into a tropical depression on Monday morning and made its second landfall in Basey, Samar, at 4 pm. 

The country’s first tropical cyclone for 2022 continued to bring heavy rain in some provinces and left a trail of destruction in the Leyte towns of Abuyog, Baybay, Mahaplag, and Merida. A number of houses and infrastructure, including bridges and roads, in affected provinces were either damaged or inundated.

Even before Agaton made landfall, thousands of families evacuated their homes as a safety precaution.

On social media, netizens also tweeted #LeyteNeedsHelp and #BaybayNeedsHelp as distressed residents appealed for rescue and help amid the massive flooding and landslide in Leyte. 

Leyte

Abuyog town in Leyte, one of the hardest hit by Agaton, experienced massive flooding. Landslides in the villages of Balinsasayao and Paguite made roads impassable.

Abuyog residents appealed for rescue as many barangays in the municipality were submerged in roof-level floods.

In Baybay City, rescuers transported evacuees who were trapped and affected by the landslide in Barangay Cantagnos.

Houses in Barangay Bunga in Baybay City were buried by a landslide. According to Sangguniang Kabataan Federation President Mark Unlu-cay, six families were reported missing on Monday.

In Merida town, the Siapno River overflowed due to the heavy downpour.

Meanwhile, local disaster management officers in Barangay Liberacion, Mahaplag town, conducted clearing operations on Monday morning as strong winds uprooted several trees along the main roads.

Some road sections in the towns of Mahaplag, Baybay, and Abuyog were not passable due to landslides, according to a Department of Public Works and Highways (DPWH)-Leyte report as of 8 am on Monday.

As of 2 pm on Monday, the San Isidro, Tomas Oppus-Libertad, Maasin City road in Southern Leyte was not passable. The paved road in Barangay Santa Cruz in Maasin City was damaged following a landslide.

Iloilo

In Barangay San Jose, Lemery town in Iloilo, a raging flood caused by Agaton severely damaged a bridge.

Residents in NHA Tipacla, Ajuy town, experienced knee-deep flood.

Light vehicles struggled to pass through the road as flood water rose in Barangay Balanti-an, Balasan town.

Eastern Samar

Government-owned buildings were affected by knee-deep floods caused by the tropical depression’s heavy downpour in Jipapad town, Eastern Samar.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA)  said that Agaton may weaken on Wednesday, April 13, after passing the northeastern part of Leyte and the southern parts of Samar and Eastern Samar. – Jose Orlando Polon/Rappler.com

According to the Department of Health, 1,060 families or 3,850 individuals have been affected by the Taal Volcano unrest as of Tuesday, March 29.

Until now, the situation remains volatile. The Philippine Institute of Volcanology and Seismology (Phivolcs) had long considered Taal Volcano Island a permanent danger zone, recommending evacuation for those in the island as well as several high-risk barangays in the municipalities of Agoncillo and Laurel.

As of writing, Rappler’s civic engagement arm MovePH has collated and verified more than 70 relief initiatives led by various academic institutions and organizations, religious groups, and businesses across the country. This does not yet include relief efforts led by individuals or shops that have pledged a portion of their profits for donation.

This show of bayanihan ranged from collecting and packing immediate relief needs such as hygiene and food kits; opening temporary shelters; offering free charging sites; and collating calls for rescue, relief, among other needs to help affected communities.

Bayanihan to the rescue

Some groups like the Bukluran UP System focused on mobilizing volunteers to monitor public posts and reach out to families struggling to connect with loved ones in the provinces due to broken electricity and telecommunication lines. 

To accommodate those who lost their homes, schools like the University of San Carlos in Cebu opened its doors to shelter typhoon victims.

Private establishments and universities also put up free charging stations for gadgets and free WiFi services to be able to communicate with their loved ones such as the University of San Carlos – Downtown Campus, SM Seaside City Cebu, and Robinsons Galleria Cebu.

Meanwhile, others took the holiday season as an opportunity to channel their talents and skills to raise more funds. For example, volunteer musicians and local artists of Ambagan PH – Zamboanga Peninsula and Ambagan PH conducted online Christmas caroling to raise funds for typhoon victims.

UP Artists’ Circle Fraternity, on the other hand, is selling artworks and literary pieces to generate funds, which will be directed to the relief operations of the Community Pantry PH.

Efforts directed in relieving the plight of women were seen as well, as The We Bleed Red Movement PH packed menstrual kits for Typhoon Odette victims.

Animals were not left behind in this effort. The Pawwsion Project, together with Puppy Puddle Siargao, also initiated a donation drive for animals in affected areas.

Cooked food was also given to affected communities. The Community Kitchen Project has already mobilized its community teams in Visayas to feed families in typhoon-hit areas including Bohol. Meanwhile in Negros, Youth Empowering Youth Initiative Inc., Negrosanon Young Leaders Institute Inc., Linghod, and Youth for Climate Hope have been leading community kitchens in evacuation centers in the area.

Community pantry organizer Patricia Non also helped in activating community kitchens for typhoon victims. Some of these are in Surigao, Negros Oriental, Bohol, Northern Samar, Cebu, Panay, Antique, and Palawan.

Some groups did not work alone or in silos. Many worked together to further amplify their efforts and re-echo their views. An example of this collaboration is the initiative headed by the Youth Advocates for Climate Action Philippines (YACAP) with Agham Youth National, UP Green League, UP Zoological Society, UP Association of Biology Majors, and Saribuhay National. 

As of December 22, this joint initiative has already gathered over P350,000 in donations for Typhoon Odette victims.

Not the first time

This isn’t the first time that bayanihan has given affected communities the support they need during disasters. This was seen at the onset of the pandemic, in the aftermath of typhoons Ulysses and Rolly, and even in the rise of community pantries across the country. 

As groups once again band together to help following Typhoon Odette, several groups lamented the constant need for bayanihan to fill in the gaps of government’s response measures to disasters. This came especially after Philippine President Rodrigo Duterte claimed government funds for responding to the typhoon are “immensely depleted” by the COVID-19 pandemic. He later promised to find P10 billion in government funds for initial response.

In a statement, People for Accountable Governance and Sustainable Action (PAGASA PH) said “when Duterte says there is no money, we know this is a lie. Even as we stand in solidarity with those in need, doing the work the government should be able to do, we keep this in mind and know that we deserve better.” 

The group is among those leading relief initiatives to help communities affected by Typhoon Odette. 

The need for more sustainable solutions to be put in place

Although it acknowledged the efforts of local governments and other stakeholders to evacuate residents, Aksyon Klima Pilipinas emphasized the need for more sustainable measures that would mitigate the impacts of disasters.

“We commend the efforts of local governments and non-government stakeholders who initiated the evacuation of millions of residents and prepared as best as they can in anticipation of Odette’s impacts. Despite their best efforts, many areas across Visayas and Mindanao experienced disastrous effects that would disrupt their normal operations,” the group said.

The Climate Change Commission (CCC) pointed out that Typhoon Odette “is a stark reminder of how extreme weather can destroy entire towns and cause the suffering of millions in several hours of landfall.” 

Extreme weather events and other climate impacts are expected to become more severe, especially as the level of global warming continues to increase. The CCC urged national agencies and government to start climate-proofing the country to avoid another iteration of Typhoon Odette’s devastation.

“National agencies and local government units must have stronger consideration of climate science in crafting policies and implementing projects and programs for our most vulnerable regions, as well as for companies, businesses, and households to be more aware of the specific climate risks and hazards in their area. A systems-wide transformation is essential to climate-proof our future and will entail a shift in every aspect of planning and investing for development,” it said.

Alyansa ng Kabataang Mindanao Para sa Kapayapaan (AKMK) echoed this sentiment, saying government and private sectors must do away with the “business as usual” framework. 

Remembering the devastation left by Typhoon Sendong in Iligan City and Cagayan de Oro City in 2011, it said that the issues faced by internally displaced families still exist 10 years after as seen in the impacts of Typhoon Odette now.

AKMK called for stronger community-based disaster readiness and risk reduction measures, as well as a speedy response and recovery to affected communities.

“To our fellow Filipinos, now more than ever we must work together to help out our fellow kabayan in recovering [from Odette]. However, we must not simply treat these disasters as something to get used to — our fight continues for genuine climate justice, for local and world leaders to treat the climate crisis like a crisis,” Jon Bonifacio, the national coordinator of Youth Advocates for Climate Action Philippines,  added.

Rodne Galicha, Aksyon Klima Convenor, also reminded aspirants for the upcoming 2022 national and local elections to spare their personal interests from this tragedy, hoping that future administrations would genuinely uphold climate justice.

“We also call on all candidates for national positions in the 2022 Philippine elections to not simply use this tragedy as an opportunity to shamelessly promote their campaigns, but also prioritize the climate and environment agenda in their platforms. We also expect our next leaders to further empower local stakeholders to avoid or minimize losses from climate-related disasters,” added Galicha.  – Rappler.com
