Lower house? Upper house? Aren't they co-equal chambers of Congress?
MANILA, Philippines – In the recent word war between the Senate and the House of Representatives, congressmen took offense when senators used the term “lower house” to describe their co-equal chamber.
The Philippines is not the only country that uses this term to refer to its House of Representatives and “upper house” to call its Senate.
